There were trend during those days that fake jewelry was worn at the day time whereas fine or real jewelry was worn by the evening.
Moving one step ahead to the late 1800s, the jewelry standards were lowered to some steps when it started to move other countries like America and Australia. As time passed a ray of resistance against the lowered standard jewelry came into action and jewelers like Tiffany started work to make good a high quality jewelry. By the start of 1900s designers play their role in fashion jewelry. Slowly jewelry create its own place in the fashion world. Today every woman consider herself incomplete without jewelry.
The two terms costume and fashion jewelry is interchangeable and swappable and it is most of the time based on the traditions and locality. Anything that has less quality material if we compare it with the gold lies in the category of costume or fashion jewelry. But in the modern era the costume jewelry is cheap as compared to the fashion jewelry but there are common components between these two types of jewelries. In costume jewelry, gold plating is performed on different metals to give it new look.
So coming on the question, what is difference between these two types of jewelry, we must draw fine of distinction. By overview the materials, designs and price, it can be decided which term can be suited according to the situation. But I personally use the term fashion jewelry as I want to be fashionable.
